In Revelation 17 we look into the extensive empire of Rome in it's pagan and papal phases as it spreads it's influence throughout the Mediterranean world. Revelation's warning is sounded towards any illicit church / state combination and illicit relationship as this combination always tends towards force, violence and persecution of any other way or minority population that would tend to disagree with it. The rights of freedom of conscience are trampled under foot.
